#[42.13.1] Zombies can't move between cells ?

Hi !
I'm trying to tweak the settings to have an experience without zombies respawning.

I've disabled respawning, and set parameters for peak and population (top cell is peak day, bottom one is from day 0). I understand that without respawning, once you discovered a cell, no more spawning will occur to fill it up to peak day.
So I was hoping that discovering other cells later will create a migration where full cells will slowly send zombies to other cells, to kinda balance the no respawning.

But what ever setting I use, zombies never move from the cell they spawned from. I've tried with migration, I've tried with the "Wandering Zombie" mod.

Is it a bug ? Or is it the way it work, and empty cells will stay for ever empty ? And is it possible to get the radius of active cells around player bigger (It look like if I'm far enough, zombies will stop existing, thus won't move)?

I'm trying to set it up in a solo game to then use the settings in a hosted MP server, will it work the same way ?

Migration should work as you explained it, do you have any mods enabled when testing this?

I have only three QOL mods ( Inventory Reinvented, Enhanced Stats Display and Official French trad for B42). After seeing that it did not work with vanilla migration, I tried with the "Wandering Zombies" mod, but still, no cell to cell transfer.

Can you reproduce it even without mods?

Yep. This is without mods. Tried it on version 42.13.1 and 42.13.2 (since it also included fixes for migration). I tried staying within the range of the two cells, I tried getting away until cells went inactive, but whatever I do, cell to cell migration just doesn't happen.

I would recommend forwarding it as a bug so it gets tested further.

I'm using sandbox custom settings, to mainly remove the respawning, and then tweak population

Does it happen even with the default apocalypse?

Just to check if any of the tweaks you did caused it to be disabled

On apocalypse settings. Cleared one cell with debug, but no zombies from other cells will move in to fill it, only respawning will fill it with time.

I noticed with more testing that enabling respawn (even with absurd cooldown so that it never happen) will improve the quality of migration within the same cell, zombies will spread way more evenly. But cell to cell transfer is still non existent.
