As owner or admin i can invite players to a safehouse but it seems regular safehouse members cannot? How can I set it so they can invite people? Do we also need to be in the same faction?

By default, since B41, only the owner can add players to the safehouse. Also, it's not possible for a safehouse owner to be invited to another player's safehouse. There isn't a mod yet to create an "sub-ownwer" in the safehouse, but to be invited to multiple safehouses and also to your own, I recommend this mod: https://steamcommunity.com/sharedfiles/filedetails/?id=3634569678
Also, to set up a safehouse, the person cannot be a onwer or participate in a house and also cannot be offline. This mod I recommended bypasses these TIS decisions.
