Cannot play or get to menu due to steam overlay | Project Zomboid | Page 1

For context, I last played 2 or 3 days ago with no issues. Video shows what happens every time. When I click on the game, before the main menu comes up, steam overlay force opens and the web browser goes nuts opening an infinite number of tabs going to the pz terms and conditions page. It does not let me close the steam overlay, Alt F4 or anything. I even tried disabling the steam overlay, and all it does it force open in chrome and then my pc crashes and burns because hundreds of chrome tabs are trying to open, with growing numbers, again to the pz terms and conditions page... pls help
