#Online multiplayer server: does time pass when nobody's logged in?

I recently rented a server from indifferent broccoli, and it's been going well, but today I loaded into the server and more than 2 weeks in-game had progressed, which rotted all of our food. We'd lose a ton of progress if we reverted to the last save. So I have two questions:

1.) SHOULD time be passing when no player is logged in? I had tested this the first day I configured the server and I didn't think this was the case (logged out and re-logged 30 minutes later and the date/time hadn't changed). I have one friend who played on the server late last night but they didn't leave the game running, otherwise their character would have died of starvation.
2.) Is there any way to cheat my perishable food back to life? Does debug mode work in multiplayer? I wouldn't think so, but I guess I'm about to try.

Go into your .ini settings and change the time passing setting.

Every host has a different dashboard, some have tick boxes and some just have the text editor.

You can set it so time stops when the servers empty or have it so it carries on.

If you want food back you can login as admin, press admin panel button, item list, search for food and spawn it in.
