This is on a dedicated server running 42.13.1.
I am unable to edit or delete the base roles provided in game. I can create new roles and modify them without any issue though so this isn't the end of the world but I AM curious if there is something I can do to make those stock roles able to be edited.

I do not think there is an in-game way to correctly do that, but you can theoretically edit the database of the server > Capabilities
Then you just set the capabilities and the number of the role
Very manual, would recommend using custom roles instead and reporting it as a bug that you cannot edit the default ones
