#mods not being applied to local server b41

hi i enabled the mods in the mainmenu, added them to the server in the server settings menu with the drop down menu. If i start the game the mods are not being applied.
i tested it wtih 3 mods only and started a test server but it also wont work.

Did you add them both to the Mods section and Steam Workshop section?
