I bought the game for my friend and when he is downloading it got stuck at 99% and stopped at 0 bytes per second. he cleared cache, uninstalled the game, restarted pc, and it just got stuck at 90% still at 0 bytes per second. any advice or help here?

Do you have any program like Vanguard? Try turning off Vanguard and see if it works.
