Late Winter, 2001.
In the early days of the LVV outbreak, when the virus swept across continents faster than anyone could react, Union City became the exception - the one place that didn’t collapse. Agency for Response and Containment (ARC), created from the ruins of the federal response, joined forces with Army engineers and turned the city into a fortress. For a while, it worked. Patrols kept the streets clear, sectors stayed under control, and the QZ became a symbol of something the rest of the country had already lost: stability.
Then came the mutation.
In March of ’99, a cure serum test subject went violently wrong, tearing through the lab and killing most of the research team. Whatever new strain had emerged that morning made the cure useless overnight.
After that, everything started to fray.
Sectors slipped out of ARC’s control. Smugglers spread infection unknowingly. Manpower dwindled. Civilians grew restless. And when the food blight struck the QZ’s fields, wiping out most of the year’s harvest, it pushed the city past its breaking point.
By the end of 1999, ARC had pulled back entirely - abandoning most of Union City and retreating behind the last secure walls of the Quarantine Zone and Sector 4. The rest of the city is gone: dark, rotting, drowned in the dead.
Now, the QZ stands alone, ringed by the infected and starving from the inside.
ARC knows Union City won’t survive another winter like the last.
And the civilians know they won’t survive without ARC.
Something has to give.
