Project KX didn’t begin in Kentucky.
It began in Virginia, buried in a white-walled conference room at Fort Belvoir.
In 1974, after the chaos of Vietnam and the domestic shocks of Watergate, the U.S. military quietly greenlit a classified research directive:
Directive ORION-9: Long-Term Societal Stress Resilience Experiments
ORION-9 instructed researchers to identify how civilian populations would react to prolonged disruption—plague, famine, invasion, economic collapse. The Soviets were known to be studying similar scenarios.
But early ORION studies relied only on computer models and small social experiments.
They lacked:
- scale
- realism
- controllable variables
- psychological authenticity
Analysts wanted real populations, not simulations.
Thus ORION-9 spawned a darker, deeper child project:
