There must be something in the mod that the DS is not downloading which is causing the fail. I would reach out to the author of the mod. Tell him what is going on because it has to be on his end somewhere.
I had the exact same result also which means something is either missing or something is out of place. Either way, it's nothing you did wrong.

Try installing the server using SteamCMD instead:

Follow the "Install "Project zomboid dedicated server" via steamCMD" section.

I had my dedicated server setup through steamcmd and I got the same result. Just stating, so I don't think how it was installed matters? If you look at the screenshot, it doesn't finish the download, I still think it's missing something or maybe got some corrupt files.

@feral terrace I don't have any issues with my DS and have not had any since I've been hosting my own on my own equipment. I still say there is something missing from the source.
Now if I was able to successfully download that mod on my DS, then the problem would be on Zoom's server however I also had the same problem. So, I would consider that the problem.
