It is just a screenshot of the debug mode, that looks to be bugged somehow. You have any mods enabled?

yeah I have quite a few and I figured out that having the AI voiced radio script; load the game on launch with that particular mod causes the game to crash on launch and cause the mod menu as well as the entire game to crash and look like that. it only works if you load a save with that mod enabled. otherwise this happens on launch from steam
