Colored Light Bulb giving White Light

I have found colored light bulbs but when I place them on lamps, it only shine white. I'm on a modded playthrough and the image is from a modded map, maybe that's the issue? other than that, is there any settings that could be disabling colored lights?

I am not aware of any settings that would disable the colored lights, nor have I seen a similar issue reported

I have to assume it might be a mod messing with the lightbulb properties
