This garage is one of the shelters and is a larger part of a house located in a marsh west of Westpoint.
The vehicles in the garage are both damaged. The BMW's engine is at 20% and the Crown Vic's gas tank is at 28%.
as for the presence of the title screen, I didn't want to edit the key out of the picture, so I decided to screenshot in the pause menu. I then proceeded to edit out the options (which was easily more difficult), followed by me changing the brightness to match normal gameplay.
