Can only connect when I put the direct 127.0.0.1 ip. Meaning friends cant connect.

UDP open on router and on firewall. What else is causing this? No antivirus.

Figured. Telus router won't allow port fowarding on the model i have somehow even though it shows on the GUI.

Not saying you're wrong, but your test is invalid as you can't use the public IP to connect if you're in the same local network. That's why the local IP box is there.

Oh, so the local ip should be my public ip ? I cant test from same device? This may help me troubleshoot further... !

Yes so I got confused because this guy does his public ip, so i did the same. How couldh e do it? Olderversion ?

He may have outbound NAT set up but it also may be older/non-steam version

I think the issue is the move to Steam and the announce URL make it so you can't outbound NAT properly. But don't quote me on that.
