Is that actually an extraction though... they just say designated zone so it could be to fend off extraction for a government employee or to protect somewhere

I doubt it it's anything at all right now. Just some filler text for the emergency channel. Would be fun if they implemented an event with this at some point. Perhaps a rare map spawn that tells you where sector 19 is (The only sector I've seen mentioned so far is sector 19). This is far from the first time I've seen that message but it is the first time I remembered to take a picture of it.

Sector 19 can mean anything.
Sector 19 though is most likely in Louisville, as sectors are typically on the front lines or in an occupied area.
Sectors I believe are used to assign squads in a platoon an area to patrol or whatever is needed.
Not a soldier myself so take what I say with a grain of salt.
But seeing as Louisville is supposed to be occupied by the military, then sector 19 would be in the city.
If I had to guess, the very left of the checkpoint to Louisville would be sector 1, and sector 19 would be to the right quite a ways.
