would be mainly melee based as irl monterrey has low cartel activity, gun laws only allow mostly pistols and mexico only has 2 gun stores, big one near mexico city and a hunting supply store in downtown monterrey

they would be picked clean instantly so there would be very few guns, police armories would be taken by the army or used by the police themselves
