The test screen is technically still a broadcast. Those TV stations must have pretty big tanks for their generators to keep everything running even after the power cuts off.

True. But those are CIA broadcasts. They presumably have bunkers and people to run things.

I don't know. Some of these bunkers are equipped to hold hundreds, if not thousands, of people for centuries.
