i had a car with a 5% engine condtion, lightly bumped into my other car because it was foggy as hell and it completely died

I think you just left click whilst having a container with water but it's modded and I don't play with many car mods so idk

and also, you have the option to "Wash In The Rain" when you right click

Have clean water on you. My canteens usually do the trick. Then right-click near the engine compartment and it should show up in the menu. It can be pretty finicky though. Try right clicking several different spots or even move the car to get different angles.

I don't know this car specifically since I stick to lore friendly vehicles in my games but that might be the "Rust" texture which to my knowledge is not removable without using cheat-menu or similar mods.
