Most likely the oven or microwave in the break room.

It spread out from there onto the grass.

Use -debug mod or admin to put it out

Unless you have an admin actively causing fires. Someone left food in an oven or a microwave. Or a genny exploded.

Look in the courthouse and police station. You’ll likely find the source -a destroyed kithen area or breakroom.

Only other way is to look at the logs.

Or roll back to a previous save before the fire
