So your default cell value of zombies is 4000 on insane. If you select Urban Focused distribution you'll likely see that base go to 1200 in urban areas and drop to 800 in rural. Let's leave it normal/uniform for now so we have nice even numbers to play with, 1000 zombies per cell.
