Can you share your logs.zip file found in C:\Users\YourUserName\Zomboid?

Did you perhaps cancel the server “initialization” at any point?

Regardless of that, try going to “Steam\steamapps\common\ProjectZomboid” and delete the “steamapps” folder found there. Then launch the server again and let it initialize.
