the issues i have is it port related? Upnp? is it my hardware? i have 12gb ram it took ages to start the server then got stuck on loading world

The network settings would have nothing to do with it if you're hosting locally

maybe the mods are out of date?
should i delete them all from workshop and download only the latest mods for the build

I've personally never actually run a server myself just a heads up, so I can't help with the networking stuff, but I know that if your local client can't even load into the game, it's not a network problem to begin with.
