Do dedicated servers mod IDs and Mod names need to be in order within the file you add those?

Building a dedicated server, I have mods with optional sub-mods, How would I go about adding those and do Mod IDs and mod names lists need to be in corresponding order?

They do not need to be in any order

The only order you may need to follow is load any dependency mods before the other mods

If you have lets say True Music, you have to load any addons after it
