Because if so i have seen that using a vpn closer to the area the server is actually at will help with ping issues like that
Probably because you are not broadcasting any services from any ports from your IP address. It is not clear to me if you are checking your own public IP or the public IP of some other internet device, but in a home computer with a home router, it is unlikely that you are broadcasting ANY services
