I can't uninstall the game. I'm planning to uninstall and reinstall the game but I keep on encountering this error.

Likely blocking some files. Try adding PZ to exceptions or consider disabling it until PZ is fully updated.

already did, when I try to update it now it makes my steam freeze and start not responding

This is either an issue with the antivirus blocking files or Steam itself

#

So I can only recommend disabling the antivirus or reinstalling Steam

#

Or you can try deleting the game files manually from Steam
