mod load order on server?

In what order should I usually place the map mods? I have Bedford and Ravencreek.
Also, is it preferable for large size mods like Hydrocraft to come last?

Place them before Muldraugh, and generally large mods shoudl come first unless they have dependencies

We are running on a rental server right now and we are having issues with the server restarting on its own on rare occasions, and in the process of troubleshooting, we were wondering if load order might be one of the issues.

That generally should not happen, I would recommend checking what the game logs say before the server restarts
