I am trying to figure out how to extend safehouse without admins having to intervene.
What is the requirements for a player on MP to extend a safehouse claim. Walls, floor, roofs?

There is no way for a player to extend a safehouse without:
- an admin doing it for them
- or, theoretically, using a mod (that I don't believe exists) that allows a player to extend it
I also would say that it would be unlikely to expect that this would be a vanilla feature in the future, given how it would allow for all sorts of corner case griefing etc issues.
