If your power generators like generator T1/T2/T3 or steam turbine won't work at 100% all the time then it means that your batteries attached to power network are full and those generators are filling the batteries full when needed, not providing constant power to them and consuming all the fuel/water needed for power generation. Same applies to water network (T1/T2/T3 pumps and water tanks)
