Both are very strong units and you have uses for both.
SSJ4s have a better lead.

Both shine in different types of content, SSJ4s really like long form content while UI is just good right from the start.
This doesnt mean that the SSJ4s are "bad" in short form content, but with their stacking they are even better in long form stuff.

Id say go with whoever you like more.

Some units' SA effects do not have a turn limit (technically they still do, but its 99 turns) and those SA effects do... stack

Depends exactly on your situation.
Vegeta stacks and can slot 1
Goku does more damage and doesnt stack, but cannot slot 1

Yes and no, you still want to use Goku at some point in long events
And depending on the exact situation Vegeta can also be better in short events
