no, the LR Paikuhan banner is the part 2 of the cell celebration and very unlikely to be a good banner.

Can u explain what's the difference between a legendary summon banner and a dokkon fest banner?

DFE (Dokkan Festival Exclusive) banners feature DFEs which can only be summoned when featured.

Legendary banners feature yellow coin LRs and general pool units. Yellow coin LRs can be summoned on any banner as unfeatured units (except for DFE banners). General pool units can be summoned on any banner as unfeatured units.

DFE banners generally have a lot more value as the featured units are more exclusive and have better leader skills (some exceptions both ways).

In general, yes

Ofc if you like the unit a lot or its for some reason ungodly broken: Go ahead

But if not then they arent really good banners.
