Can you tell me if I can transfer my city to a self hosted reborn server? Then bring him back? Would it be better to use another server (not reborn)?

I actually recommend you use a variation of reborn from StormFusions. https://github.com/StormFusions/GameServer-Reborn
This one has some improvements like friends support and whatnot.
About you having issues I already answered in chat. It all depends on what you want. Do you wish to play on your server with the dlc from Project Springfield?
You can either:
- patch your app to project Springfield dlc servers or
- you can install the new dlc in your machine yourself.
The first option is easier to setup than the second one. Also every time an update is released in project Springfield you would also get the update automatically.
At the end of the day it depends if you want to have the convenience of automatic updates (first option) or full control of the content (second option).
