I am following the instructions to import my town to the website, however after clicking the select town butting and selecting my town from my downloads, a message states that it exceeds the maximum limit of 5MB. I have changed the name of the file to my email and changed it to '.pb', am I doing something wrong?

ok there's a confusion that I'm gonna try to remove 
when you create an acocunt in the game and then log in the website with that same email adress, your town is automatically in the server. So you don't need to import anything.
Importing a town to the server, means changing the town that you play, by uploading a different town's save file that you have.
Also, when importing a save file, you don't need to rename it to your email adress, that was necessary a long time ago and not anymore, altho the disclaimer wasn't removed
