Evacuation is not letting me put ppl into trucks.

After I went through the list of survivors and start assigning them to the trucks not in the order what the game showed me, I am stuck with two ppl stay in the zone without able to assign them to trucks.

Description:
Describe the bug in detail.

Steps to Reproduce:
Step one, Go through the v8 Demo till you have to assign survivors to trucks
Step two, Select the first survivor in the list just click on the "-" box but do not hit accept button
Step three, go to the last survivor do the same, go back to the second do the same, then go to the first and fill the first truck go to the last add to the 3 slot truck.

Expected Result:
I expect that I can still assing the last two survivor to the red truck empty slots.

Actual Result:
The assing process stopped and I can only Finalize the Evac.
