With the removal of selling contra on helios pdv treasury is empty every round and there is no way to make money since people dont smuggle on helios, can you make it so only contraband crates can be sold on helios, or atleast the treasury gets a boost for every contraband crate converted into DC?

Obviously its to encourage people to play the correct faction, who make millions by doing literally nothing, there is no faction bias in ba sing se am i right?
