The whole thing just kind of seems cartoonishly evil and edgy
Like if they were assassins who prized stealth above anything. That at least would give them a degree of reasonability to their actions as ruthless killers (and limits to who they strike). Without that it just seems like an excuse to kidnap and torture noobs because you're bored
That being said I think the market for an assasination focused company is largely open as there isnt many that specalize in that specifically. Sure PMCs murder people for creds but assassins are cool because the idea that they have to do so without drawing undue attention.
Thats what I was going for really, but I just threw in the blantantly evil elements cause I thought having people who just killed for fun isnt something anyone has tried out
I think if this were implemented ROE would be a lot more strict as in "Hey dont target people who are blatantly new" and such

then at the very least it would have to be a whitelisted company
in any case we basically did have that, zealots of balaam. They were so ideologically opposed to basically everyone that it gave them a free license to escal on almost anyone and as you might guess....it didn't stay long. Not because of the people who actually tried to RP it well but because the bar for entry was so low and the frags and escal reasons basically made themselves. As a result 'antag' companies usually face far more scrutiny in who they should be targeting

BACKGROUND: The Shade Division is known to others as folklore told above campfires, and they prefer to keep it that way. Shadesmen, as they call themselves, pride themselves in psychologically damaging moves and stealthy tactics, usually targeting those foolish enough to wander alone.
Their motives are simple. They don't kill for money, fame or in the name of a superior, they do it for secrecy. Kills are often long and drawn out due to the derangement of the Shadesmen. They opt to silence their prey with a swift bullet to the chest, laced with mute toxin to shrink the vocal cords to almost lethal levels, and that's when the worst part of encountering a Shademan begins. Long. Strenuous. Torture.
Their stealth measures are so good in fact, that anyone who cries wolf about men such as "Reapers" or "Figures in the Shadows" are written up as delusional are best, and mentally ill at worst. However, they can never quite get over the fact that shortly after those report of such things, they go completely missing without a trace.
HEIRARCHY:
The Shade Division rarely accepts new members, but when they pick wisely, its oh so rewarding. They take the Psychopathic from prisons, and those with nothing left to lose. These cadets are known simply as "Shades," a type of Ghost. Shades are only just beginning to be taught the ways of stealth and Shock tactics, carrying silenced small arms for combat and often using civilian targets as a method to test methods of torture or execution, and it usually doesn't turn out well for the innocent.
Those who prove themselves to be able to undertake the joy of being a Shadesmen are promoted as "Jinns." Jinns begin to utilize technology that enhance their lethality, with all of them carrying a special Cloak with technology stolen from The Spider Clan. The Jinns often carry DMRs and the iconic WSPR SMG, for their targets, and sometimes may bring a Shade with them as an apprentice. Most notably, they are sometimes implanted with smoke acidifiers, to leave no trace if things go wrong for them.
The Commander of them all, goes simply by the name of "The Reaper." Not much is known about them, but they answer to nobody. Sure, the Elites of the universe may send a hit or two, but they relish in the gatekeeping of their own existence.
GAMEPLAY:
You, as a Shadesman, are meant to be lethal. Utilize disguise, stealth equipment, and Mute Bullets to secure kills to impress The Reaper. Loot is only an added benefit, as a long painful death to your victims is the true prize.
Your targets are easy to understand. Anyone who could comprehend The Shade Division must die in agony. These are the TSF leaders, the so-called “Sultan” of the PDV, and anyone who witnesses our work.
Oh, and one more thing. Should you be caught…
