For the port strike rules what’s needed for ships to be under port strike protection ?

being docked to portstrike rule areas; I had to be careful with clown pranks(even the less violent ones).
Basically if a ship is docked to say, Halcyon, and its still only 2h in its under portstrike protection.

If you buy a ship and the docks are full it appears undocked iirc
