plastitanium is agonizing to get and locked behind atmos, along with being essential for high-tier shipbuilding, so here's a few suggestions:
-rare crate that can be found on expeds/wrecks
-obtainable by using large amounts of synthalloy and plasteel in a military assembler (requires prefracture techdisk)
-high-tier stuff like prefracture disks/gear can be recycled for a small amount of it (around 10)
-make ships like the wyvern/flyssa/jupiter spawn with it for easier repairs
-prefracture UIV has it by default

random side idea I had: let cyborgs be reinforced with plasteel, synthalloy and plastitanium, increasing max HP to crit by 50 for plasteel, 100 for synthalloy, and 150 for plastitanium.

Pretty sure the Wyvern already spawns with several stacks of Plastitanium inside some storage closets on each side.
