Weapons classification is a deprecated system (mostly because its, with exceptions, a 3 way street of item being either legal, restricted and just banned from a single legal perspective in the sector), which should be replaced by an info guide, listing wider legality of the items according to sector lore. For example, TSFMC shouldnt beat you over the head for a syndie backpack, or pjs or what have you, just because it says its "C3 contraband", they arent NFSD mall cops, or, prefracture tech disks and items, which do not even have legality classification, could have one added in mind to the fact Asakim will want to take that away from you (since from their perspective its "illegal" for you to have so they want to take it away from you). Letoferol is illegal to TSFMC, and to ADS, probably Asakim as well. ADS core is probably illegal to both TSF and PDV. Chimera currently does not have a legal framework, but I'm sure they would ban energy swords and cultist amulets outright.
I've included some screen shots from a brief investigation of what the info status says now and most of it is C3 Illegal to have and you don't wanna carry this around. Curiously, Anaconda, which I thought was c3, is actually in ambiguous legal limbo. I couldn't quickly get my hands on any TSF arms, but if i recall correctly, most of them are C2.
So, as to specifics of each individual item, I can not be certain. Please open discussion about what and what is not legal from a perspective of individual factions. I know TSF and PDV have to collect toys that they can later pawn off, but I'm not up to speed with current market rates.
If this system is redesigned to go beyond just being visual and descriptive in nature, it can be interlinked with faction token redeem system down the line.

I do agree the contra system as it stands is a holdover from Frontier, it's a poor fit for Mono in its current state
And yup, making it faction specific is the best solution imo
I do know there are components for item bounties in the YAML for Asher (RIP) bounties for individual items, maybe this could be repurposed for TSF
Also, having a CDET shoot you for wearing Syndie pyjamas in the neutral CC/MD areas is incredibly dumb
