Give marines a brief popup on spawn for both base coords

Give marines a brief popup in their mind on spawn that stays in chat logs for them to look at and not forget. I'm always looking for someone to ask for FOB2 coords or FOB coords when i wake up. This is untraceable beyond metagaming and prevents any need to constantly bug people for coords.

It could simply be a built in "You hear a voice in your head/Your nanochip relays a message from High Command: (##,##) (##,##)"
