If you believe the theory that Dess fell into a dark fountain and never came back, like I personally do, it makes sense why asgore couldn’t solve her disappearance. That leads to him getting kicked off the force. He makes a dark fountain in flower king as a desperate attempt to find her again. That’s my idea anyway ||

This is a little involved, but this is my theory: ||Carol is masterminding a plot to cause the Roaring, because the prophecy said it will happen so that means in her eyes that it will happen. She brought the other two most powerful people in town in on it (the police chief and the leader of the church), and gave each of them part of the code to enter the shelter. At some point, likely because of whatever happened to Dess, Asgore started getting cold feet. And without the police chief on board, the plan wasn't going to work. So Carol dumps him and replaces him with Undyne, someone who we know based on her original Undertale character is good at carrying out orders.||

||and when theres a line from the phone in the kitchen in chapter 4 that goes police sacrifice next week||

while exploring in the woods, Dess and Kris (possibly Noelle too) fall into a dark world in the bunker after being drawn there by the “tail of hell”
->
While Kris (and possibly Noelle) make it out of the dark world, Dess is left behind in the scramble to escape.

Asgore is called to investigate. Perhaps he witnesses the dark world, or at least sees it from the outside.
->
Nobody believes asgore’s story, so he’s kicked off the force. This majorly causes a rift between him and Toriel as he becomes obsessed with trying to find Dess.
->
I don’t know exactly how, but Carol eventually discovers the prophecy and the roaring. She now has reason to bring it as that would help her find Dess.||

||This also explains why Carol would keep asgore around. ||
