I've noticed that the songs they add often fit in at least one of three categories
it's a switch game or NSO game and they're cross promoting it (Mario Wonder, Pikmin 4)
it's a soundtrack they already made before (SMG, OoT3D) so the don't put effort into including missing songs from it
none of the above for some reason but is developed in-house so they kept the songs in their archives (nintendogs, brain age)
often it's first two above anything else

so I think Smash is only getting added to Nintendo Music after it gets added to Nintendo Classics first
