||■ Concept

This Pokémon is a colony Pokémon, made up of countless small "individuals" each about 30 centimeters in length.

These small "individuals" group together to form a single entity, or "colony Pokémon."

Its appearance changes depending on how these "individuals" are connected.
    The "Z" form, unique to the Kujira version, is one of these possible forms.
    In the Z form, it can shift to yet another form.

This Pokémon functions as a guardian of the Kalos region's ecosystem.
    It serves as an immune system that attacks anything that disrupts the ecosystem.
    It tolerates natural disturbances within the ecosystem from plants and animals, as well as certain cyclical events:
        Even the massive death and overgrowth phenomena caused by "X" and "Y" every thousand years are part of the natural state of the Kalos region.

● Public Perception

To date, the ecosystem has never been damaged enough to warrant an attack by "Z."
As a result, people only know about "Z" as a "serpent-like Pokémon" that supposedly resides in an old mine in eastern Kalos.
There is no documentation about it, and the individual "cells" have been spotted but are not recognized as a Pokémon.
People are unaware that these individual "cells" can merge to form the "colony Pokémon."

● Serpent Form

This form is composed of approximately half of the total individuals.

The remaining individuals are spread across the Kalos region.

When an anomaly is detected, they form this shape to monitor the region and observe "X" and "Y."

The protrusions on its back act like antennas, receiving information telepathically from separated individuals and analyzing it.
    When analyzing data, the eye-like parts flash like an access light.||

I have the content review PDF and it's pretty interesting
Obviously some stuff that probably shouldn't be mentioned here but besides that
||One thing here is that there's a link to a video on a google drive (which doesn't work) and notes that TPCi thought it was strange how the Master Ball animation shows the Pokemon trying to run away and the Master Ball chases after it before capturing it
TPCi was not concerned about animal protection groups complaining but was just wondering if that was really on brand
GF said they did it because they wanted to show that the Master Ball chases after a Pokemon to capture it even if it escapes
TPCi and TPC responded that they still thought it was weird
GF eventually decided to change this considering overseas reactions||

||Kujira Development Settings
The enclosed notes are settings created during the development of Kujira (part of the upper version planning).

About Pokémon Z
Pokémon Z is the main Pokémon of the upper version of Kujira.
Note: It holds the same position as Giratina in Diamond/Pearl (DP) and Kyurem in Black/White (BW).
In the upper version, Pokémon Z will appear with different forms and be featured as the package Pokémon.

Swarm Pokémon Concept
This concept is related to Pokémon Z (tentative name), the main Pokémon of Kujira’s upper version.
Similar to the new fusion element introduced in BW2 with Kyurem, a new element will likely be necessary for Kujira’s Pokémon Z.
This new element is the "Swarm Pokémon Concept."*Note: The swarm specification is only implemented in the upper version, not in the original Kujira.

What is a Swarm?
It’s when countless small Pokémon, known as "individuals," gather to form one massive Pokémon.
While a single "individual" is weak, when they become a "swarm," they exhibit legendary-level abilities.

Settings for Pokémon Z
Pokémon Z monitors Pokémon X and Pokémon Y, who control the life energy of the Kalos region.
It appears when the balance between Pokémon X and Pokémon Y is disrupted, creating a distortion in the world, and fights either Pokémon X or Pokémon Y to restore balance.
Since it is a "swarm," the way its "individuals" connect causes its body shape to change significantly.
It changes into forms advantageous for battling each of Pokémon X and Pokémon Y.||
