the 1 shlooter is no problem, but the shield is, since u cannot create an lvl1 shield that gives a xp boost, bl3 scales it to negative; on lvl 20-72 that works.

an shield with 630% xp boost on lvl 72 gives - 300% on lvl1

I seen people boost people to level 72 using the XP shield it’s common rarity.
Maybe it’s a different editor.

It works on grenades also.
It looks weird I think they mod each individual part.

it´s probably the cheatengine thing i wont do, i have an lvl 72 grenade shield artifact but it give negative xp on lvl 1

Understandable it’s probably best to just have the Shlooter Level 1 to avoid breaking the game sorry.

will test it, the thing is artifacts and mods scale negativ at low lvl
