So it seems the reason it does that is because Overdrive always drops with a locked in Movement Speed... So what happens is the random perk just happens to roll Movement Speed as well

It's only real purpose is for the beam tosser. It does hella damage and moves slowly.

One guy, Rezur finished Bloomreaper in 41 seconds and he opened with a spread launcher on the crystals then switched to the Hellwalker to mop up ads. Then he switched to the beam launcher during boss damage phase. It WS crazy
