thats an mlo conflicting

it's not to do with the base qbcore so find an mlo that you have that is nearby and remove it

This might sound weird but increase your texture budget in game, that’s only if it did that in the base qbcore without Mlos

Or remove any graphic mods if any installed

Then I'm guessing there's still an Mlo doing this even if its not nearby. The base qbcore does not do this at all
