Although this might not make sense game wise to keep it true to the anime dont allow copycat to copy phantom using regular copy only his ult copy can. In the anime Kise(Copycat) Cant Copy kuroko's(phantom) moves without using perfect copy. This should also be the case for Perfect cell since Kise isn't cell therefore he isn't perfect.
I think this suggestion is stupid but I was just thinking about it while watching kuroko no basket.

I kinda feel like the cell thing made sense to me though. Its pretty similar to what they did with Reo in BLR, Perfection being a limited style should rlly only stay limited to the users

kise canonically cant jump as high as kagami either but copycat has full access to sky leap already so it isnt really much of an issue
