Simply to make certain characters harder to get and actually worth something, make a quest line to make a certain tier obtainable, this tier having stronger move sets of other characters, each character will have their own quest

Kurokicchi :

Quest : 200 passes, 100 assists, use misdirection 25 times

1st move Misdirection [ go invisible, any pass to you get directed to whoever you aim it to. Can steal while invisible, lasts 20 seconds only way to stop it is to run out of time or steal the ball.]

2nd move Drive [after a moment you push forward, then appear forward, to get past defenders.}

Third move Go! [pass the ball to a person of your choice, teleporting it to them.]

Ult : [dribble while standing still, cutting to all your teammates, then disappear for a
moment, reappearing in the zone.]

Ult 1st move Ghost [one time use able to teleport to the ball in the air, gaining possession. Replaces Misdirection]

ult 2nd move Phantom Point [dribble while standing "It's my turn" shoot the ball, landing perfectly in the net. Replaces Go!]

Quest : 75 blocks, 75 assists, 75 3 pointers, 75 dunks, 200 points, use jump stop 10 times, pressure defense 10 times, use misdirection 10 times.

1st move Mix up [Trails flow on your eyes, on activation becomes a random move.]

2nd move Copycat style [Copy a move from whoever you look at.]

3rd move Overdrive [Gives you full zone, an extra dribble, and a pass speed increase.]

Ultimate : ["I can do this" The map shifts golden before shifting back]

Ult move 1 Perfect Copy [Copy whoever you look at's main ultimate scoring move[]

Ult move 2 My Own Misdirection [A stronger Drive]
