Every time you get hit while the persona is on screen or the persona itself gets hit it breaks, cancels whatever action it was doing if applicable and you lose 1 card
When you lose 1 card your persona breaks meaning you can’t use anything related to it for a pretty lengthy refresh period though it varies depending on how many cards you have
Universally it turns off bursts and semi universally it turns off DPs

Some characters (labrys, chie, regular mitsuru) can play just fine without persona but others (Elizabeth Margaret Shabrys Marie kanji) kind of can’t play the game without them

Depends on the game
Most games have, on average, much stronger stronger offensive than defensive tools so it’s actually semi detrimental when a character is lacking a real reversal (though clearly and historically it’s not a cripplingly bad flaw)
Though some games, while much rarer, have incredibly juiced defensive options which mean characters don’t need DPs or whatnot to be strong defensively
GBVSR on release was a very strong example of that
Universal GC was + on block and HKD so characters with zero defensive tools could play incredibly belligerently

Though with very rare exceptions it’s often something which can either be dealt with on its own or the character will tend to have enough overwhelming strengths where it balances out
For the former see a character like millia in earlier titles who, despite lacking a DP, has unique defensive tools which still give her a lot of options to present
And for the latter see Rachel, who only has two frame 1 reversals, one of which is her astral and the other is her EA (extremely resource intensive), but remains dominant for how strong she is in every other regard
And she also still has uniquely horrifying defensive tools

Very very very rarely do characters have such cripplingly bad defense that it actually dramatically affects the character
