No Ledian is actually really good you see in Pokemon Cringus Spingus Emerald it can actually be pretty good in the 4th gym it can easily tank Ungus Spungus from the Salamence and can slightly outspeed for a Reflect (Depending on IVs of course but about 61% of Ledian can outspeed Mence) which gives you a safe switch in on your Ingy Bingy who can 1v1 Mence from that point on. Yeah you sac Ledian after Reflect but I really think that the community is sleeping on this little punchy bug!

But a lot of stuff from the 3rd generation was definitely designed in a much different way, partially due to the new capabilities graphics-wise the GBA was capable of
It's why RSE mons look so different than GSC and RBY ones
Case in point, comparing something like Swampert to Feraligatr, Delcatty to Persian, and a few others
There's a few outliers, though. Bagon looks like something you could reasonably find in GSC due to it's design possibly.
