there are no dumb questions, dont worry. Solar panels generate EC and various actions on your vehicle consume EC naturally. EC is just a abstract acronym for 'electric charge'. All unmanned vehicles will consume EC over time to keep the controls. If you use a probe and it runs out, no more controls whatsoever. Uploading science in science mode also uses a LOT of EC. Reaction wheels use EC (generally).
